The only correct answer is “Makkah” because it has been mentioned twice in Holy Quran. While word “Rome” was used to refer the Romans not the specified Rome city.

1- Word “Bakkah” is used to refer Makkah in Surah Al Imran 03:96.

3:96
إِنَّ أَوَّلَ بَيْتٍۢ وُضِعَ لِلنَّاسِ لَلَّذِى بِبَكَّةَ مُبَارَكًۭا وَهُدًۭى لِّلْعَـٰلَمِينَ ٩٦

He is the One Who held back their hands from you and your hands from them in the valley of ˹Ḥudaibiyah, near˺ Mecca, after giving you the upper hand over ˹a group of˺ them. And Allah is All-Seeing of what you do.
