federal govt has all powers to make rules and regulations. federal Govt., however, can delegate all powers except to make rules to Force commander/DG or any officer as it may deem fit. (chapter 5, section 9 ASF act 1975). kindly correct either question or answer.

according to ASF Act, 1975 chapter 5 section 12: power to make regulation: is vested in force commander
