Article 217
At any time when-
a) the office of Commissioner is vacant, or
b) the commissioner is absent or is unable to perform the functions of his office due to any other cause,
the most senior member in age of the members of commission shall act as commissioner.

According to Article 217 of the constitution of Pakistan
the most senior member in age of the members of Commission shall act
as Commissioner.
